Is RAC allowed in 1st AC?
There is no provision for a RAC ticket in Ac First Class. AC First Class does not provide RAC facility for passengers.

No you cannot. If the waiting list ticket was purchased from the reservation counter at any railway station, you would have the right to board the train, however not a right to a seat/berth, even if your final status at the time of the preparation of the chart was WL.
