At first glance, does not seem to be closed organisations (NGOS, universities, large and less large), or researchers (there are people of different trajectories). On the number of approved projects, difficult to talk without knowing the total number of submitted projects (or quality of them). So it does not seem, at first glance, the situation in Sociology to be as disastrous as the Political Science that I mentioned Huneeus.
BTW, in regard to differences of practice between disciplines. One of the projects in sociology has title in English, Physics (of the 24 approved projects) they are all in English. A title typical of project: DYNAMICAL SYSTEM APPROACH TO NON-EQUILIBRIUM PROCESSES or TOPICS ON THE COVARIANT QUANTIZATION OF SUPERSTRING.)
Both of these characteristics and we show a difference of practice and guidance. The community of researchers, physicists chilean speaks to the general community of physicists (and for that uses English, and not only to the national community, that is what habitualmentese try in our discipline, if it is doing something) and talks in a general way (and not, as we would: DYNAMICAL SYSTEM APPROACH TO NON-EQUILIBRIUM PROCESSES, THE CHILEAN CASE; THE COVARIANT QUANTIZATION OF THE SUPERSTRING IN METALLIC SOLIDS OF DOMEYKO MOUNTAINS). Then, think about how people who are used to these practices they design, and they’re going to think a system of competitions of scientific research, and how are you going to look at what is done in social sciences.
