Can we split a quark?
Quarks,and leptons are thought to be elementary particles, that is they have no substructure. So you cannot split them. Quarks are fundamental particles and cannot be split.
Can you split a Preon?
The smallest you could break an atom down would be to hydrogen, with one proton, one neutron and one electron. You can isolate electrons, but they cannot be devided. Atoms are made of other particles.
