Why does a circuit need a return?
Now electrons from high concentration region moves towards low concentration to complete the electrochemical reaction. The wires act as a path for the electrons. Hence the number of electrons entering and leaving are equal. So we need a return path for the electrons to flow.
Can you touch the neutral wire without getting shocked?
No. By definition a neutral wire is a wire that is grounded to 0V. It does carry the current from the circuit back to the transformer however. If a system is wired correctly the neutral wire will never give you a shock.
