How do I get BoS to help NCR?

When you first get to the BoS base, follow the guy in and talk to the elder. He will then start giving side quest. You could either help him out or just destroy the base. Do the side quest for the BoS and keep the current elder in power and then tell him the NCR wants you to destroy their base.

Can I join Brotherhood of Steel and NCR?

Short answer, yes you can side with NCR and work out a truce between the 2.

Is Mr House the good guy?

That said, while Mr House isn’t evil IMO, he’s not the best pick. If you look at his plans and goals, he basically intends to become the Enlightened Despot, the Philosopher King who rules wisely, but absolutely. This is a nice vision, but even the most enlightened despotism is still despotism.

Not as much as his own technological progress. Even with all his faults, I do agree that Mr. House would be the best choice in the long run. Both the NCR and the Legion are just trying to recreate a world before the bombs fell, with all its faults.

He gives it back to you. So you can choose to disable him later. There is also a legion quest to disable him, and a yes man quest to disable him.
