Why did the elites betray the covenant?
The reason that the Prophets gave the Covenant was that the Elites failed to protect one of the Hierarchs from being beaten to death by John in Halo 2. The Elites had come to respect Humans in combat, and questioned why they alone of all the races they met were never offered a chance to bend the knee.

Spartan IIIs who are not as strong as spartan IIs would definatly be classed as a bit weaker, not much but the elites would still be a good bit stronger.
Why do Odsts hate Spartans?
Because the ODST companies are used to being the top dogs, and the Spartans came and stole all their glory. Due to their augs and armor, they feel like they are cheated out of their former position.
