They care a lot. You could try applying to CSUs since they only consider GPA/SAT. I would say that UC’s care enough about your EC’s that shining EC’s can make up for relatively lacking grades.

While there are ten spaces to fill in activities, there is no need to list ten activities if you do not have ten quality activities to list. Colleges are more impressed by dedication and commitment, rather than quantity.
Can you lie about activities on common app?
So, yes. Schools can tell if you’re lying. The most common place that students lie on their common app is exaggerating the numbers of hours spent on their activities. Surprising as it may be, admissions officers are people, which means they can do math!

What are university clearing places?
Clearing is how unis and colleges fill any places they still have on their courses. From 6 July – 20 October, you can apply for a course using Clearing if you’re not already holding an offer from a university or college, and the course still has places. You can use Clearing if: you’re applying after 30 June.
How many clearing choices can I add?
You can apply for one choice at a time through Clearing. Once a choice has been selected, you cannot add another, unless you’ve been unsuccessful with the first one.
How long do you have to accept a clearing offer?

Does Bristol do clearing?
We only make Clearing offers for places in 2020. If you want a place for 2021, you should apply through the next UCAS cycle. We will treat this as a new application.
