What Pokemon learn hypnosis Emerald?
You can’t get Hypnosis by a TM, so you must catch a Pokemon that knows it, like a Stantler or a Gengar. As for your last post, no you cannot breed with legendary Pokemon, only regular Pokemon, like the aforementioned Vulpix.
