Their creation was inspired by the Inter-Empire Championships, as a part of the Festival of Empire, which were held in London, England in 1911. Melville Marks Robinson founded the games as the British Empire Games which were first hosted in Hamilton, Canada in 1930.

At the 1926 conference Britain and the Dominions agreed that they were all equal members of a community within the British Empire.
