Why is Halo 3 ODST not Halo 2 ODST?

Halo 3 ODST was originally called “Halo 3 Recon” then they changed the name to ODST. Releasing another Halo with “H2” in it would confuse newer fans to Halo and I think ODST uses the same game engine as H3 (I’m not technical person) so it made more sense not going back a number from H3 for marketing purposes.
