Europa y la democracia en el Norte de África: una segunda oportunidadIt is a publication edited by José Ignacio Torreblanca, Eduard Soler and Hélène Michou, which is the result of a research project co-ordinated by José Ignacio Torreblanca (national university of distance education), in which she has participated in a research consortium formed by experts of ECFR, the CIDOB foundation, the Center on International Cooperation at New York University and has been funded by the Spanish Agency of International Cooperation for Development (AECID). The main objective of the project has been the research and analysis on the synergies (or lack thereof) between the promotion of democracy and human rights in development policies and security spain and other member states of the European Union (EU) to the region.

Through a series of case studies –Egypt, Tunisia, and Mauritania– and field interviews, this project has examined whether the balance between the promotion of democracy and human rights, on the one hand, and security and stability, on the other, continues to dominate the political thinking current, or if the attempts of the EU to review the European Neighbourhood Policy, since the events of 2011, have given rise to a quantitative change and qualitative, in the political practice. The work examines the broken links (#brokenlink) between the three pillars of external action:diplomacy, development cooperation and defence and the need to integrate them into a strategic vision towards the region.

This study examines the role of civil society actors in countries in transition as well as the role of the international community. If policies are maintained until today have committed the image and the credibility of actors such as the EU and its member states in the region,now is the time to take advantage of that second chance and not to waste it. Richard Gowan, Anthony Dworkin, and Jose Ignacio Torreblanca, Eduard Soler, Hélène Michou and Javier Nievas address the new political situation created in the area and raise the review of the policies implemented by the European Union.
