Reactive Power can best be described as the quantity of “unused” power that is developed by reactive components in an AC circuit or system. In a DC circuit, the product of “volts x amps” gives the power consumed in watts by the circuit.

After going outside of the pattern Rand has learned that he is the hand of the Creator and thus can remake the world as he sees fit by controlling the Pattern.

Rand al’Thor managed to accomplish this by using the One Power in addition to the True Power; the Dark One’s own energy. Ultimately however, in light of his knowledge of the Dark One’s impact on human free will, he chose to simply seal the Dark One back up again.
