Can Daedra achieve Chim?
All sentients with emotion have the ability to achieve CHIM. That’s as much as we know, and probably ever will unless we get a big incite into the minds of the Daedra in more detail than Oblivion offered us.
Did the Nerevarine achieve Chim?
I’d say the Nerevarine didn’t so much have CHIM as CHIM had the Nerevarine, and after the events of Morrowind were completed, they were no longer bound together. Perhaps the Nerevarine can still reach it from time to time, but it’s likely not a permanent state such as Vivec and Talos had.

The Daedra are more powerful, as Shazam_1 stated, in that they have greater ability to act because the Aedra gave up some of their power to create Mundus. However, there are exceptions. Akatosh and Talos are probably more powerful than any Daedric Prince.
