Am I eligible for unemployment benefits in California if I am unemployed due to a disaster?
The EDD provides services to people and businesses affected by disasters in California. If you lost your job or cannot work because of a disaster or emergency, you may be eligible for Unemployment Insurance (UI), Disability Insurance (DI), or Paid Family Leave (PFL) benefits.
Who qualifies for disaster relief?
In order to be eligible for this program, you must be a U.S. citizen, non-citizen national, or qualified alien, and:
- You must have losses in an area that has been declared a disaster by the President of the United States.
- Your primary residence has been affected, and damages to your primary residence are disaster related.
What are TRA payments?
TRA – Trade Readjustment Allowances are income support payments to individuals who have exhausted Unemployment Compensation and whose jobs were affected by foreign imports as determined by a certification of group coverage issued by the Department of Labor.
Is Pua and Dua the same?
While states may adopt different systems for applying for PUA, the way that most states have implemented Disaster Unemployment Assistance (DUA, after which PUA is modeled) is that workers apply simultaneously for unemployment assistance and DUA.
Who is not eligible for Pua?
If you are receiving paid sick leave or other leave benefits, you are not eligible for PUA. If you exhaust your paid leave but are unable to work for one or more of the COVID-19 related reasons listed in the FAQ “How do I know if I am eligible for PUA?,” you may be eligible for regular UC or PUA at that time.
What is the difference between pandemic unemployment and regular unemployment?
While UI and PUA both offer financial assistance to workers who are out of work or have less work, PUA has specific restrictions that may limit its benefits and coverage (for example, your unemployment must be a direct result of the COVID-19 pandemic). Regular state UI doesn’t have these restrictions.

How is pandemic unemployment calculated?
Typically, it amounts to around 40-50% of your typical earnings– up to the state maximum. In addition to state benefits, if you are eligible for PUA, you will receive an additional $600 per week under the CARES Act.
How are DUA benefits calculated?
The weekly benefit amount (WBA) will be based on the gross wages of the individual. If the individual is self-employed, the weekly benefit amount will be based on the net earnings (income) from self- employment.
Who qualifies for FEMA unemployment?
Per the Presidential Memorandum, individuals (claimants) are eligible if they are receiving at least $100 per week in unemployment insurance compensation.
How long does it take for FEMA to approve your application?
A: It can take up to 10 days after your inspection before your claim is approved or denied. The entire FEMA claims process can take several weeks because you will need to first get an insurance claim, wait for an inspection and then wait an additional 10 days for the decision.
