Can I accept two offers of admission?
No. In principle, you could do that, but it’s not advisable, for the simple reason that if either school finds out you’ve accepted another offer, then both schools could end up rescinding their offers, and would be within their rights to do so. Basically, you need to commit to one school only.

If you want to go to your insurance place, you should phone them to see if they will accept you before declining your firm place.

If you missed your firm and insurance offers and they both rejected you. If you missed both your firm and insurance offers, then you don’t need to do anything. Your Clearing number will show on Track.
Do clearing accept lower grades?
Most universities that have course vacancies during Clearing will be prepared to accept you if your grades are below their entry requirements as long as you sound passionate and are right for the degree subject. They may also accept you based on the UCAS points you’ve accumulated rather than you final grades.
